To answer some of your questions, the 12ax7 and 6v6 are both new (although the 6v6 is Sovtek, It's all I could find here in Halifax Nova Scotia..) I haven't had a chance to double check the bias settings yet but as soon as I do I'll post them. The sound seems to have dissappeared, Benjamin (post below) thought it may have been due to the caps not being formed, all I did was replace them all and power up. I have double checked all the grounds, resoldered all the connections, I changed the 470 ohm cathode bias resistor to a 510 ohm to try and run the Sovtek a little cooler and I also added a 1K 3watt screen resistor on the power tube.  
 
Right now the amp sounds great, with just a very faint background hum. Any way I'll check the bias as suggested..
